The HM Revenue & Customs would not call consumers to collect taxes. If the department finds an issue, it would send a letter. The calls threatening arrest or legal action and demanding that “taxes” be paid immediately are a scam. Criminal gangs record stern messages and use automated system to make calls to thousands of people and would replay the recording. Most of these calls originate from foreign shores (but the caller ID would be spoofed to show a local number). The criminals engage illegal immigrants in UK as collection agents. The victims are usually told to pay using cash cards or Western Union to hide the money trail. Incidentally, consumers should note that a formal payment of tax needs to be made directly to the department and not to individuals!
